minister, Anders Fosh Rasmussen, who was president of the European Union at
the time, said, `The conference has concluded a global deal reconnecting free trade
and increased development assistance and has committed to good governance as
well as a better environment'. The Venezuelan president, Hugo Chavez, speaking
as chairman of the G77 which represented 132 developing countries said he
would have liked the summit to achieve much more but that because of time
constraints `the generalities that had been set out could be seen as retrograde'. He
would have preferred emphasis on human rights, such as `the right to housing,
health, drinking water and life'. The US secretary of state, Colin Powell, called
the summit a `successful effort. I think it shows that we have a shared vision of
how to move forward. I think it shows that the world is committed to sustainable
development'. He added, however, that `the real challenge is not just what is aid in
the statements, but the action that will be taken in the months and years ahead'.
Executive Board (CEB), through its High-Level Committee on Programmes, took
the lead in co-ordinating system-wide follow-up activities in the key areas of fresh-
water, water and sanitation, energy, oceans and coastal areas, and consumption
and production patterns. Specific actions included setting up co-ordination bodies
for water, oceans and energy, strengthening inter-agency support for the Inter-
national Strategy for Disaster Reduction, and endorsing a ten-year framework of
programmes on changing unsustainable patterns of consumption and production.
The CSD was confirmed as the high-level forum for sustainable development in the
UN system and was responsible for reviewing progress in the implementation of
Agenda 21 and for providing policy guidance to follow-up the Johannesburg Plan
of Implementation. The UN Division for Sustainable Development, which provides
the substantive secretariat to the CSD, was designated as an authoritative source
of expertise within the UN system on sustainable development.
