Professor John Toye, a former IDS director, now at the Department of International
Development, Queen Elizabeth House, Oxford University.

Sartaj Aziz gave me copies of the position papers he prepared for the 1974

World Food Conference when he was director of FAO's Commodities and Trade
Division and one of the deputy secretaries-general of the conference that were to
have an important bearing on the proposals presented to the conference and its
eventual outcomes. I also benefited from him in subsequent discussions on the
conference. The secretariat of the World Food Council gave me a complete set
of the Council's documentation and papers when it was disbanded in 1993. Uwe
Kracht, who served in the secretariat of the World Food Council (WFC) as senior
economist from 1976 to 1986 and as chief of Policy Development and Analysis
from 1986 to 1993, and is now co-ordinator, World Alliance for Nutrition and
Human Rights and external research associate, International Project on the Right
to Food in Development, reviewed the section in the book on the WFC and its
work. Louis Emmerij, who, as director of ILO's World Employment Programme
and secretary general of the ILO World Employment Conference in 1976, and now
a co-director of the UNIHP, was one of the architects of the basic needs concept,
provided me with his personal recollection of the origin of the concept and the
background and outcomes of the conference. Rajul Pandya-Porch and Djhoanna
Cruz of IFPRI provided me with publications and documents produced by that
institute.
